What Rights are necessary for the Kaseya Signl4 connection user.

We recommend that API user created in Kaseya be a member of the Administrators group and have the Administrators Security Role.  

However if necessary you can create a Security Role to use with the Signl4 User inside of Kaseya, to make sure the user can do what is necessary inside of sending and updating tickets allow the user to have Create and Update rights to the All Tickets Module inside of Kaseya.
